Phil Marshall is Deputy Chief Executive of the Consumer Council for Water.
He has nearly 30 years’ experience in the water sector, working previously for Yorkshire Water, United Utilities and Bristol Water, where he was Director of Customer Service.
Phil joined CCWater in February 2015. He is responsible for managing CCWater’s relationship with Defra and Welsh Government and is accountable for matters relating corporate strategy and governance. He leads on policy issues relating to Market Reform, Affordability and Vulnerability, and Wales.
Before joining CCWater, Phil played a lead role for the industry including work on developing the Service Incentive Mechanism (SIM), on Distraction Burglary and on the voluntary Alternative Dispute Resolution (ADR) scheme; he wrote the scheme specification for WATRS which was launched in April 2015.
