Mary Starks is the VP Policy, Regulation and Risk at OVO, where she leads the company’s work on regulation, risk and policy. She joined OVO in 2024 from Flint Global, where she was a partner in the competition and regulation practice.

Before Flint, she was executive director for consumers and markets at Ofgem, leading work on retail markets, innovation, vulnerable consumers and enforcement. Her earlier career includes director of competition and chief economist at the Financial Conduct Authority, and senior director at the Office of Fair Trading.
