Jackie Oatway is the Deputy Director for Policy and Governance in the Smart Metering Implementation Programme at the Department for Business, Energy & Industrial Strategy. She has over twenty years of experience leading analysis, policy and major change programmes across Government. Previous roles have involved leading on cross-Whitehall policies, such as poverty and exclusion, at the Department for Work & Pensions on housing and disability benefits and outside Government developing a Financial Capability Strategy for the UK at the Money Advice Service. Prior to joining the department, Jackie led the implementation of one of the Government’s most successful transformational change programmes – automatic enrolment – getting more than 10 million people saving into a workplace pension. She joined the Smart Metering Implementation Programme in October 2018 and is responsible for the programme’s policy framework and supports Ministers in external and Parliamentary affairs. She also leads the Programme Management Office.
Jackie graduated from the University of Warwick with a Masters in Economics and is also a qualified teacher.
