Richard is a highly experienced UK water sector expert who provides strategic and commercially aligned advice to water company Boards and their investors.

A qualified lawyer, Richard previously worked for the economic regulators in Scotland and England and Wales for over a decade including more than three years on the Board at Ofwat. He has been directly involved in all the major changes in the water sector in recent years including the introduction of retail business competition and the Water Act 2014, as well as direct customer price review negotiations in Scotland and PR14. He benefits from an in-depth experience in enforcement, licensing, market opening and consumer affairs.

Since working for PA Consulting, Richard has focused predominantly on strategy and performance improvement projects and he leads PA’s regulatory offering in the water practice. Richard combines his regulatory experience with his high level strategic thinking, leadership and management skills to make him a well-balanced and insightful advisor. He is passionate about supporting water companies in improving their efficiency and resilience positions and sharing his knowledge with others.
