Oliver Sinclair is Head of Consumer Advocacy and Engagement within the Smart Meters Implementation Programme in the Department of Energy and Climate Change (DECC). In that role he is responsible for: consumer protection policy; consumer engagement strategy; the Department’s relationship with Smart Energy Great Britain – who are responsible for the national consumer awareness campaign for smart metering – and the programme’s interactions with Parliament.
Prior to Smart Metering, Oliver was Head of Global Carbon Markets in DECC, where he also led United Nations Framework Convention on Climate Change carbon market negotiations on behalf of the EU. Before joining the Department, Oliver had a key role in UK’s Climate Change Project Office in the Department of Business and Innovation Skills, promoting UK private sector involvement in the international carbon market, as part of a global trade mission programme. Oliver has also had stints in both the Cabinet Office and HM Treasury, working on EU environmental and tax issues. Before joining the Civil Service, Oliver had a successful career in sales and marketing in both publishing and estate agency.
