David is the Interim Chief Executive Officer at Ofwat, the economic regulator of the water sector in England and Wales. He led the 2019 price review and is responsible for future price reviews and future assets and resources. David joined Ofwat in July 2012 as Director of Economics. Prior to joining Ofwat, David held a number of roles in economic consulting, advising on economic regulation, competition and financial economics in the communications and energy sectors. Prior to consulting, David was an economist at Oftel and the New Zealand Treasury and NZ Commerce Commission.
